The Health Resources Services Administration (HRSA) announces the funding opportunity HRSA-23-049 – Rural Maternity and Obstetrics Management Strategies (RMOMS) program. The purpose of the RMOMS program is to establish or continue collaborative improvement and innovation networks to improve access to and delivery of maternity and obstetrics care in rural areas.

Goals of program:

  • Identify and implement evidence-based and sustainable delivery models for the provision of maternal and obstetrics care in rural hospitals and communities
  • Enhance and preserve access to maternal and obstetric services in rural hospitals
  • Provide training for professionals in health care settings that do not have specialty maternity care
  • Collaborate with academic institutions that can provide regional clinical expertise and help identify barriers to providing maternal health care, including strategies for addressing such barriers
  • Assess and address disparities in infant and maternal health outcomes

Applicants are encouraged to propose novel ways to achieve these goals through the establishment or continuation of collaborative improvement and innovation networks. The RMOMS program seeks to document and monitor progress on these goals through the collection of aggregate data from each RMOMS award recipient and their network members. All network members will be REQUIRED to collect and share aggregate data.

This program intends to preserve access to and continuity of maternal and obstetrics care in rural communities that address the following RMOMS Focus Areas:

  • Rural Hospital Obstetric Service Aggregation A regional network with several rural hospitals that are facing challenges in providing obstetric services could aggregate obstetric services to a targeted rural hospital or Critical Access Hospital (CAH) within the rural region to revive or sustain rural obstetric and maternal services.
  • Approaches to Risk-Appropriate Care Pregnant patients in a rural region should receive care in a facility that best meets their needs and those of their neonates through appropriate risk stratification.
  • Financial Sustainability Rural hospitals who have coordinated and aggregated their obstetrics services, in partnership with Medicaid and other payers, should aim to demonstrate improved outcomes and potential savings with the goal of ensuring ongoing support of the network once federal funding ceases.

  • Non-profit or for-profit entities providing prenatal care, labor care, birthing, and postpartum care services in rural areas, frontier areas, or medically underserved areas, or to medically underserved populations

You are invited to apply to become a National Health Service Corps (NHSC) approved site and join the effort to provide outpatient, primary health care services to people in Health Professional Shortage Areas (HPSAs). As an NHSC-approved site, you will receive assistance with recruiting, hiring, and retaining clinicians.

The new site application cycle is for sites that:

Have never been NHSC-approved, including sites that have applied and had their application denied or canceled

Are currently inactive for NHSC due to expiration or past compliance issues

Register for Rural Suicide Prevention Workshops – May 23 and July 25.  This comprehensive training for service providers in rural communities includes special focus on youth, substance use, and Indigenous communities. The interactive workshop features video demonstrations, active discussion groups, and access to the latest research on best practices. Attendees will get free, ongoing support – including online discussion forums and monthly Q&A video calls – for one year after the workshop.  This opportunity is provided by the University of Rochester Recovery Center of Excellence (COE), one of three COEs in FORHP’s rural opioid programming.

The Health Resources and Services Administration (HRSA) is accepting applications for the fiscal year (FY) 2023 Screening and Treatment for Maternal Mental Health and Substance Use Disorders (MMHSUD) program – HRSA-23-085. Applications are due by June 2, 2023.

The purpose of this program is to expand health care providers’ capacity to screen, assess, treat, and refer pregnant and postpartum people for maternal mental health and substance use disorders. This will be accomplished by establishing, improving, and/or maintaining statewide or regional networks that provide real-time psychiatric consultation, care coordination support services, and culturally and linguistically appropriate training to maternity care providers and clinical practices. This program is also intended to help reduce maternal health inequities.

This program addresses all of MCHB’s goals. Award recipients will address these goals by:

  • Establishing new or enhancing existing statewide, tribal, or regional networks that expand health care provider capacity to assess
  • Treat, and refer pregnant and postpartum people with behavioral health concerns, especially in rural and medically underserved areas.

Accepting Applications – National Health Service Corps Scholarship Program

The Health Resources Services Administration (HRSA) is accepting applications through April 27 for the National Health Service Corps Scholarship Program.

This program awards scholarships to students pursuing eligible primary care health professions training. In return, scholars commit to provide primary care health services in Health Professional Shortage Areas (HPSAs).

Awardees must commit to a minimum of two years of full-time service and serve at a National Health Service Corps (NHSC) approved site in a HPSA.

This scholarship provides financial support for full-time enrollment in an eligible primary care health professions degree training program for up to four school years and includes:

Payment of tuition and eligible fees

An annual payment for other reasonable educational costs

Monthly stipends to assist with living expenses while pursuing health professions degree educational training program

After completion of the NHSC Scholarship Program (SP) service commitment, awardees may be eligible to apply to the NHSC Loan Repayment Program (NHSC-LRP).

Applicants must be a student pursuing primary care health professions training.
