MBQIP 2025 Updated Resources

The Medicare Beneficiary Quality Improvement Program (MBQIP) has updated resources for the next phase of MBQIP.

The Health Resources and Services Administration (HRSA) is framing them as the MBQIP 2025 Core Measure set. These documents will show what measures are currently included in MBQIP, and new measures for reporting, beginning in calendar year 2025.

Upcoming MBQIP Deadlines and Reporting Reminders

Please see the schedule below for upcoming MBQIP deadlines and reporting:

  • January 3, 2024 – HCAHPS Q3 encounters (7/1/23 – 9/30/23)
    • Submission is through the HQR Secure Portal-Vendor
  • January 31, 2024 – EDTC Q4 2023 encounters (10/1/23 – 12/31/23
  • February 1, 2024 – OP-18 Q3 encounters
    • Submission is through the HQR Secure Portal-Outpatient
  • February 29, 2024 – Safe Use of Opioids – Concurrent Prescribing measure for CY 2023 encounters (1/1/23 – 12/31/23)
    • This measure is not currently being submitted for MBQIP but is available for reporting to CMS

  • Patients seen Q1 2023 (January, February, March)
  • CMS Hospital Inpatient Reporting Specifications Manual version 13
  • Submitted to HQR via CART or by vendor
  • CART version – 30.1

October 31 2023

Emergency Department Transfer Communication (EDTC)

  • Patients seen Q3 2023 (July, August, September)
  • Submission process directed by state Flex Program

November 1, 2023

CMS Population and Sampling (optional)*

  • Patients seen Q2 2023 (April, May, June)
  • Inpatient** and outpatient
  • Entered via the Hospital Quality Reporting (HQR) HARP account

November 1, 2023

CMS Outpatient Measures:

  • Patients seen Q2 2023 (April, May, June)
  • CMS Hospital Outpatient Reporting Specifications Manual version 0a
  • Submitted to HQR via CART or by vendor.
  • CART version – 22.0

*Population and sampling refers to the recording of the number of cases meeting the measure requirements and the number of cases the hospital is submitting to the CMS warehouse.

** Currently there are no inpatient chart abstracted core MBQIP measures required.
