CMS: What’s in a Medicare Cost Report?

CMS maintains the cost report data in the Healthcare Provider Cost Reporting Information System (HCRIS). The cost report contains provider information such as facility characteristics, utilization data, cost and charges by cost center (in total and for Medicare), Medicare settlement data, and financial statement data.

Medicare-certified institutional (Medicare Part A) providers are required to submit an annual cost report to a Medicare Administrative Contractor (MAC).

CMS released updated Medicare cost report instructions for acute care hospitals at the end of 2022. The revised instructions are effective for cost reporting periods that began on or after Oct. 1, 2022.

Tobacco Treatment Specialist Training

The Tobacco Treatment Specialist Training provides a comprehensive approach to learning evidence-based treatment for individuals to master the core competencies defined by the Association for the Treatment of Tobacco Use and Dependence (ATTUD) and obtain the necessary training required to apply for the National Certificate in Tobacco Treatment Practice (NCTTP). The training benefits all health disciplines.

Training Dates and Times:

  • August 8 10, 2023

Training Format:

  • 3 days of in-person training, with 6 modules in Columbia, MO
  • 9 on-line, self-paced modules completed prior to in-person training

  • Tobacco-free for 6 months prior to course

Applications are being accepted for the 2023-2024 cohort of the Rural Healthcare Provider Transition Project (RHPTP). RHPTP guides small rural hospitals and certified rural health clinics as they prepare for participation in alternative payment and care delivery models.

In 2021, the Centers for Medicare and Medicaid Services (CMS), set the goal of transitioning all Medicare beneficiaries and a majority of Medicaid beneficiaries into a value-based care (VBC) model.

The shift from a traditional fee-for-service model focused on volume to a VBC model focused on patient health outcomes leads to prevention-based services, increased patient engagement and satisfaction, reduced effects and incidence of chronic disease, improved quality of care, and lower costs for both patients and payers.

RHPTP provides direct support to five small rural hospitals and certified rural health clinics annually, to help them strengthen their organization’s understanding of VBC and learn strategies they can use to be effective participants in a health care system focused on value.

Small rural hospitals and certified rural health clinics selected to participate in RHPTP receive one year of focused technical assistance (TA) that’s designed to strengthen their organization’s understanding of the key elements of value-based care. Project focus areas include quality, efficiency, patient experience, and safety. Five applicants are selected each year to receive RHPTP’s virtual and on-site TA.

Program Eligibility:

  • Hospitals must meet all three eligibility requirements listed below:
    • Eligible small rural hospital is defined as a non-federal, short-term general acute care hospital that:
      1. Is located in a rural area and defined in 42 U.S.C. 1395ww(d) and
      2. Has 49 available beds or less, as reported on the hospital’s most recently filed Medicare Cost Report
  • “Rural area” is defined as either:
    • Located outside of a Metropolitan Statistical Area (MSA)
    • Located within a rural census tract of a MSA, as determined under the Goldsmith Modification or the Rural Urban Commuting Areas, OR
    • Is being treated as if being located in a rural area pursuant to 42 U.S.C. 1395ww(d)(8)(E)
  • Eligible hospitals may be for-profit or not-for-profit, including faith-based. Hospitals in U.S. territories as well as tribally operated hospitals under Titles I and V of P.L. 93-638 are eligible to the extent that such hospitals meet the above criteria

Applicant organizations must:

  • not be a current participant in an advanced alternative payment model (APM)
  • be financially stable
  • be interested in and motivated to becoming part of an APM
  • If a small rural hospital, be meeting the quality data reporting requirements of inpatient Quality Reporting, Outpatient Quality Reporting or the Medicare Beneficiary Quality Improvement Project
  • not be a current participant in Delta Region Community Health Systems Development Project, the Vulnerable Rural Hospital Project, the Small Rural Hospital Transition Project, or any other program that is duplicative in services

Tuition-free Public Health Certificate for Missouri Residents

A.T. Still University’s College of Graduate Health Studies has been awarded a grant from the Centers for Disease Control and Prevention of the U.S. Department of Health and Human Services to offer the Public Health Workforce Certificate program to Missouri residents’ tuition free.

This grant will increase public health leadership for COVID-19, health equity, and emergency services in rural and urban underserved areas of Missouri and among racial/ethnic individuals.

Program Benefits

  • No application fee, tuition, or technology fee for qualified students. Students will be responsible for textbooks and any course retake costs
  • Courses will carry into the Master of Public Health (MPH) program or Master of Public Health – Dental Emphasis (MPH-D) program degree for advanced standing
  • After completing the certificate program, students are eligible for a 20% tuition discount toward the full MPH program. The MPH-D program does not qualify for this discount.

Application Requirements

  • Bachelor’s degree from an accredited university
  • Minimum cumulative 2.5 GPA
  • Proficiency in English (TOEFL testing required if English is not your first language)
  • Grant requirements (see below)

The National Association for Rural Health Clinics is offering an online course consisting of 4 short modules that cover all of the basics of what it means to be a Rural Health Clinic. The modules cover the basics of what it means to be a Rural Health Clinic and explores how RHCs differ from other types of clinician offices. This is a self-paced course consisting of approximately 1 hour of video content

Cost: Free for NARHC members; Non-Member $50

Educational Learning Format: On-Line. It is recommended that Chrome is used as the browser for all NARHC courses.

Length: Approximately 60 minutes

Content: Those going through this orientation tool will learn about the history of the RHC program and how the National Association of Rural Health Clinics came to be. In addition, they will be educated with a high-level overview of managing an RHC vs a Non-RHC, RHC basics, best practices for RHC managers and understanding the value of being a Rural Health Clinic.
